Harry Thomas accepts instructions across all of Chambers’ core practice areas, with a particular interest in police law, public and administrative law, including inquests and inquiries, human rights, information law, civil claims against public authorities and professional misconduct.
Harry advises private clients and state bodies and has a busy court practice in both civil and criminal courts. He is currently instructed on the Independent Inquiry Relating to Afghanistan and in an inquest into the death of a soldier. He is a member of the Government Legal Department’s ‘Junior Junior’ Scheme and acts in cases involving national security and other sensitive issues. He welcomes instructions as part of a counsel team or as sole counsel.
Harry read History and English at the University of Oxford, obtained a distinction in his PGDL at the University of Law and completed the BPTC at the Inns of Court College of Advocacy as a major scholar of Gray’s Inn.
Before coming to the Bar, Harry served for eleven years in the UK Armed Forces. He commissioned from the Royal Military Academy Sandhurst, graduating first in a cohort of 270 and being awarded the Sword of Honour. He served predominantly on global operations, leading specialised teams, and left the Army as a Major.
During his military service, Harry was selected for secondment to a leading artificial intelligence company, where he advised on the use of AI to improve the UK Government’s national competitive advantage. He was also sponsored to complete an MSc in Leadership and Strategic Studies, for which he wrote his dissertation on conceptions of ‘lawfare’.
During his legal studies, Harry was a University of Law scholar and won the Speed Moot. He worked part-time for a national security venture capital fund and was appointed by the Lord Chancellor and Secretary of State for Justice to the Independent Monitoring Boards at Heathrow Immigration Removal Centre. He has represented appellants in Social Security Tribunals through the Free Representation Unit and has acted as a subject matter expert to a major public inquiry.
