John-Paul Waite acted for Suffolk County Council in a two-week inquest into the death of Joe Pooley, a 22 year-old man with learning difficulties who was tragically murdered by his peers in Ipswich in 2018.
As part of her investigation, the coroner considered the involvement of the local authority, the police and probation service in Joe's life in the years leading up to his tragic death and concluded that, whilst there had been failures, there was no arguable breach of Article 2 of the ECHR. She also decided that a Prevention of Future Deaths Report was unnecessary in view of the improvements which had been made since he died.
