Westminster Terror Attack Inquests Conclude

12 October 2018

The Inquests arising from the deaths in the Westminster Terror Attack of 22 March 2017 concluded today in Court One at the Central Criminal Court (Old Bailey). The Chief Coroner, His Honour Judge Mark Lucraft QC, heard the inquests.

The Chief Coroner commenced the inquests hearing on 10 September, first conducting the inquests into the deaths of the five victims of Khalid Masood’s attack, both the four on Westminster Bridge and the Police Constable in the Palace of Westminster. The Chief Coroner ruled that Article 2 was engaged in relation to the death of PC Keith Palmer and spoke of failings in the security systems in New Palace Yard in his determinations. The determinations are all online on the inquests’ website.

Following that, the inquest into the death of the attacker was conducted with a jury. The jury was directed to return a short-form conclusion of lawful killing, there being no other conclusion which the Chief Coroner considered to be safe. The jury was required to draft a short narrative account. They returned a careful and detailed narrative which is on the inquests’ website.

The website also holds a complete set of submissions, rulings and transcripts from the inquests.

Samantha Leek QC and Francesca Whitelaw are acting for the Secretary of State for the Home Department.

Aaron Moss is instructed as Junior Counsel to the Inquests.

Samantha, Francesca and Aaron are all instructed in the same roles in the London Bridge and Borough Market Terror Attack Inquests, which are listed for after Easter 2019.
