Sir Wyn Williams, the Chair of the Post Office Horizon IT Inquiry, has today published Volume 1 of his final report. It addresses the human impact of the Horizon scandal and the redress provided to its victims.
In his examination of human impact, the Chair has focused upon those most adversely affected. This includes individuals who took their own lives, those who attempted suicide or suffered significant ill health, as well as those who were prosecuted or forced out of their employment. The report describes seventeen illustrative case studies and in so doing shines a light on some individuals whose experiences have not previously come to public attention.
Sir Wyn Williams then addresses the adequacy of the four compensation schemes which have been established. After a detailed examination of the history and implementation of these schemes, the Chair concludes that they have not, in many cases, delivered full, fair and prompt compensation to victims. As a result, the report makes recommendations to the Post Office, the Department for Business and Trade and Ministers to address deficiencies in the schemes and to provide a process for compensating close family members.
