Background

Matthew accepts instructions in all of Chambers’ core practice areas, with a particular interest in police law, information law, inquests and inquiries and public and administrative law.

Matthew joined chambers as an associate tenant in summer 2025, coming from a mixed background with a focus on crime and regulatory law, and a developing civil and public law practice. In 2025 Matthew was appointed to the Attorney General’s Regional C Panel of counsel, as well as the List of Specialist Regulatory Advocates in Health & Safety and Environmental Law.

Having accumulated extensive experience in the criminal courts, Matthew is well placed to represent and advise public bodies and police forces on:

  • Civil claims relating to unlawful detention and use of police powers
  • Police operational and policy matters
  • Firearms licensing
  • Data protection and information law
  • Demanding court applications, such as under the Proceeds of Crime Act
  • Police misconduct
  • Inquests

Matthew has experience of professional discipline having worked as a Case Presenter for the Nursing and Midwifery Council (NMC). More recently, he has extensive experience of professional discipline in representing servicemen and women at court martial. Matthew served as an Army officer prior to being called to the Bar and so is able to call upon this background when appearing in professional tribunals. A knowledge of firearms from his time in the military also lends itself well to advising and representing police forces in firearms licensing.

Matthew’s practice in acting on behalf of government includes recent instructions as part of a 5 Essex counsel team defending the Department for Transport (DfT) in a £12 million claim for malicious prosecution and misfeasance in public office. Following a three week trial, Judgment was handed down in favour of the DfT by Mr Justice Freedman in June 2025: Wilson & Ors v Department for Transport [2025] EWHC 1387 (KB).

Matthew also has acted on behalf of the Cabinet Office in the Covid inquiry (Module 1).
