Mark Thomas represented the Chief Constable of Devon & Cornwall at the inquest touching the death of Lorna England who was stabbed to death as she walked through a park in Exeter in a random and unprovoked attack by Cameron Davis.
Davis was convicted of murder sentenced by Mrs Justice Stacey to a minimum term of 28 years imprisonment.
During the inquest the Senior Coroner for Devon, Plymouth and Torbay explored issues including the mental health support provided to Mr Davis, the response of the police and medical professionals to claims made by Mr Davis that he would kill someone, the efficacy of the police 101 system and a mental health assessment conducted a few hours before the murder.
The Coroner determined that, despite failings in the 101 system, there were no acts by any of the public bodies which were causative of Mrs England’s death. A conclusion of Unlawful Killing was returned.
No Prevention of Future Death report was made.
