John Goss obtains High Court terrorist notification order

2 April 2025

At a hearing before Mr Justice Jay in the High Court on 1 April 2025, representing the Metropolitan Police, John secured a terrorist notification order against Haroon Aswat. Aswat had been convicted in the USA in 2015 of terrorist offences linked to his support for Al Qaida, including setting up a terrorist training camp in Oregon in 1999. He was extradited from the UK in 2014 after a lengthy extradition fight. He was released from US custody in 2022 and returned to the UK. He will now have to provide specified information to the police at regular intervals so that any terrorist risk he poses can be managed.

Jay J’s judgment is available here: Commissioner of Police of the Metropolis v Aswat [2025] EWHC 786 (KB).

Terrorist notification orders apply the notification requirements that apply to individuals convicted of terrorism offences in the UK to those who are convicted of such offences overseas. John has extensive experience of such orders. He previously appeared in Chief Constable of West Midlands Police v Geele [2023] EWHC 2819 (KB) and is presently instructed on further similar cases. He has also written about these applications for 5 Essex Chambers’ police law newsletter “The Beat”, available via our client portal* (issue 49), and delivered training on the notification requirements to Counter Terrorism Policing.

John acts in a wide variety of public law proceedings, inquests, public inquiries, and information law proceedings relating to national security, counter-terrorism and law enforcement. He is a member of the Attorney General’s B Panel and is ranked by Chambers & Partners as a Leading Junior in Police Law, Inquests & Inquiries, and Data Protection.
