John Goss acted for the Chief Constable of Greater Manchester Police (GMP) in the inquest into the death of Devonte Scott, who died on 16 May 2021 when the car he was in, which was being pursued by GMP officers at the time, collided with other vehicles at high speed. There was no contact with any police vehicle and only minor injuries to other members of the public. The inquest took place over four days before HM Area Coroner sitting with a jury. The inquest heard from four GMP officers, including the pursuit driver.
At the end of the evidence, the Coroner ruled that Article 2 was not engaged as there was no arguable breach by GMP of any of the substantive obligations.
The jury returned a short-form conclusion of road traffic collision. There were no critical findings in relation to the pursuit or any other GMP conduct, and no Prevention of Future Deaths report.
