On 30th August 2023 the Secretary of State for Health and Social Care announced a statutory inquiry, under the Inquries Act 2005, to examine events at the Countess of Chester Hospital and their implications following the trial, and subsequent convictions, of former neonatal nurse Lucy Letby of murder and attempted murder of babies at the hospital. On 4th September 2023 the Secretary of State announced that Lady Justice Thirlwall will chair the Inquiry. On 19th October 2023 the Inquiry’s Terms of Reference were published. Amongst the matters to be investigated by the Inquiry are the effectiveness of governance, external scrutiny and professional regulation in keeping babies in hospital safe, including consideration of NHS culture.
