Government publishes response to the Anthony Grainger Inquiry Report

Anthony Grainger was shot dead on 3 March 2012 by a firearms officer of Greater Manchester Police as part of a covert investigation named Operation Shire. A public inquiry was announced by the then Home Secretary, Theresa May MP, in March 2016 to ascertain the circumstances surrounding Mr Grainger’s death.

The Inquiry Report was published in July 2019.  The Government has now published its Response to the Inquiry Report, noting that the scale and complexity of the investigation was considerable, and that the Inquiry demonstrated sensitivity, tact and due regard for Anthony Grainger’s family and partner at every stage of the process.

The Response sets out how the National Police Chiefs’ Council, Greater Manchester Police, Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services, the Home Office and the College of Policing have responded, or will respond, to the Inquiry’s recommendations concerning the conduct of armed policing operations in England and Wales.
