Francesca Whitelaw KC, who undertook the role of Biometrics Commissioner in 2025 has today published her Valedictory Report. The report places on record previously unreported biometric casework data and provides insight into National Security Determinations, Section 63G PACE applications, and some of the operational challenges and improvements needed across the biometrics oversight landscape.
Francesca said:
“It was a privilege to undertake the role of Biometrics Commissioner. I was impressed by the diligence and professionalism of the OBSCC team and the constructive engagement of police forces across the UK. Biometrics and surveillance oversight sits at the forefront of rapidly evolving technological and societal change. I hope this Report supports my successor, Professor William Webster, in continuing to ensure that biometric retention, which engages Article 8 rights, is always necessary, proportionate and subject to rigorous, independent oversight.”
