This week the Court of Appeal (The Master of the Rolls, Lord Justice Bean and Lord Justice Edis) will hear the appeal by Prince Harry, Duke of Sussex, concerning the decision of the Executive Committee for the Protection of Royalty and Public Figures (RAVEC) to stop providing the same degree of publicly-funded personal protective security by the police upon his change in status in the Royal Family in 2020.
The claim was advanced on the basis that RAVEC allegedly failed to take into account material considerations, reached a decision on security arrangements which was unreasonable, was not adequately transparent, failed to follow a fair procedure and misapplied or irrationally followed its policy. Following a three day substantive hearing in December 2023, Lane J dismissed the claim in its entirety.
The Duke of Sussex’s appeal is being heard partly in private session. The open sessions, on both Tuesday 8th and Wednesday 9th April 2025, are being live streamed.
Aaron Moss acted for the Secretary of State for the Home Department, led by Sir James Eadie KC, Robert Palmer KC and Chris Knight. Aaron frequently acts in public law matters concerning security sensitive material.
