Dan Hobbs opened the case on Monday 10th July 2023 and told the Misconduct Panel that Former DC James Boyling, an undercover Metropolitan Police officer, had a sexual relationship with a female activist in 1997 before marrying another. In addition, his manager, known as N10, also had sexual relationships with four activists when he was an undercover officer in the early 1980s.
The hearing will examine the extent to which sexual liaisons were authorised in 1997 (it being admitted that there was no explicit ban).
The officer, who used the pseudonym Jim Sutton, was part of the Met's Special Demonstration Squad when he met both activists through his undercover work within Reclaim the Streets.
The officer’s lawyer, Alisdair Williamson KC, argues that the rules on relationships were unclear.
The Misconduct Panel is expected to return a decision on Friday.
