Amy Clarke secures dismissal of two senior police officers in high profile misconduct proceedings

The hearing took place over five weeks and heard from seventeen witnesses, ranging from a former Assistant Commissioner to a number of PCs, as well as civilian staff. The Panel found multiple breaches of the Standards of Professional Behaviour in respect of both senior officers, including breaches of the Honesty and Integrity standard. Chief Superintendent Paul Martin was found to have improperly participated in Chief Inspector Kandohla’s promotion process given the existence of a conflict of interest, signed a false declaration about that conflict, misused a corporate credit card, engaged in degrading conduct towards junior members of staff and committed an act of discrimination against a pregnant, junior officer. He was dismissed without notice.

Chief Inspector Kandohla was also found to have participated in his promotion process knowing that a conflict of interest existed, signed a false declaration about that conflict, pressured a junior officer to provide a false account in order to conceal his own wrongdoing in claiming for allowances he was not entitled to, and writing a sexualised message in a female colleague’s daybook. He was dismissed without notice.

The hearing followed on from a complex investigation that started in 2018, after a report was received from a whistleblower. Amy has been instructed since 2020 and was led by Matthew Butt QC. The case has attracted widespread coverage. Click here to read more in the press.
