On the 9th March 2018 Kevin Clarke came into contact with the police, whilst he was suffering from severe mental ill-health. In the course of that contact, he was restrained. Mr. Clarke collapsed, and tragically died. It was alleged that in the course of the restraint, he had said, “I can’t breathe” on a number of occasions and that officers had failed to act on such words. It was further alleged that they had given dishonest evidence at the inquest into Mr. Clarke’s death in 2020.
This week the Panel concluded the allegations were not proven.
